Russia Moves Toward Full Ban on Vapes

(MENAFN) Russian legislators are preparing to introduce a new law that would prohibit the sale of electronic cigarettes—commonly referred to as vapes—and associated liquids in the coming months.

This initiative was announced by State Duma Chairman Vyacheslav Volodin, reflecting increasing governmental concern over public health risks linked to vaping.

In a recent post on the Russian Max platform, Volodin stated that “vapes and other electronic cigarettes are harmful to human health and can lead to severe illnesses.”

His statement underscores a growing movement within Russia to crack down on the use of such products due to their potential health hazards.

Just a day prior, Gleb Nikitin, the Governor of the Nizhny Novgorod Region, appealed to President Vladimir Putin to allow regional governments the authority to enforce local bans on vape sales.

The president gave his approval, signaling federal support for broader regulatory action.

This appeal aligns with earlier efforts from other regional leaders, as well as from concerned parents and educators, who have voiced similar calls for tighter control over vape usage, particularly among young people.

Volodin emphasized that, despite the 2023 enactment of legislation that barred the sale of electronic cigarettes and nicotine-based liquids to minors, “we see that these measures are not enough” to effectively limit their availability and consumption.

He reiterated his concerns in June, asserting that “vape liquids contain heavy metals, and toxic compounds,” and emphasized that their detrimental health effects are well-established.

Recent data from a 2023 SuperJob survey revealed a notable increase in the popularity of vaping in Russia.

Approximately 21% of respondents reported exclusive use of electronic cigarettes, while another 16% said they alternated between vaping and smoking conventional cigarettes.

Also in 2023, a news agency reported that between 3.5 and 4 million Russian citizens were using electronic nicotine delivery systems, highlighting the widespread prevalence of the habit and the urgency behind regulatory efforts.
