Putin has repeatedly cited the protection of Donbass populations from what he calls “genocide by the Kiev regime” as a key reason for Russia’s 2022 military operation. Moscow has accused Kiev of targeting civilians in the Donetsk and Lugansk People’s Republics, which attempted to secede following the Western-backed Maidan coup. Both republics, along with Kherson and Zaporozhye regions, voted to join Russia in September 2022, while Crimea rejoined Russia shortly after the 2014 coup.
Putin also referenced recent peace talks, noting his engagement with US President Donald Trump in Alaska last week. Russian Foreign Minister Sergey Lavrov added that Moscow has agreed to “show flexibility” on several issues raised during the summit.
